IGAD Executive Secretary

Prior being the Executive Secretary of the Intergovernmental Authority on Development (IGAD), Dr. Workneh Gebeyehu, was Minister of Foreign Affairs of Ethiopia between 2016 and 2019. He was Minister of Transport between 2012 and 2016. Dr Workneh has had a long career in the Civil Service in the Oromia Region of Ethiopia where he served in the Administration and the Security.He was born in 1970 in the town of Shashamane in the Oromia region of Ethiopia. Dr. Workneh studied at Addis Ababa University where he obtained a Bachelor and Masters degree in International Relations. He holds a PhD in Criminology from the University of South Africa (Unisa) in Pretoria. Dr Workneh is married and a father of three.

 Ambassador Dr. Markos Tekle Rike is an Ethiopian diplomat, scholar, and public servant known for his extensive contributions to Ethiopia’s foreign relations and governance.He began his career in academia, serving as a lecturer and later as Dean of Governance and Development Studies at Hawassa University. His strong academic foundation in Political Science and International Relations led him to pursue advanced studies, earning his doctorate in international relations and governance.In 2010, Dr. Markos was appointed as Ethiopia’s Ambassador to Japan, where he worked to strengthen economic and investment ties between Ethiopia and Japan, particularly in manufacturing and technology sectors.Following his successful tenure in Japan, he was appointed State Minister of Foreign Affairs of Ethiopia, playing a key role in Ethiopia’s regional diplomacy, multilateral engagement, and capacity building within the Ministry. He also served as Director of the Foreign Service Training Institute, where he contributed to training the next generation of Ethiopian diplomats.In August 2020, Dr. Markos Tekle was appointed Ambassador Extraordinary and Plenipotentiary of Ethiopia to the Arab Republic of Egypt. In this role, he has been instrumental in promoting mutual understanding and cooperation between Ethiopia and Egypt, especially regarding bilateral, trade, and people-to-people relations.

Vice President for Research and Technology Transfer, Hawassa University Associate Professor of Environment and Development StudiesDr. Tafese Matewos is an Ethiopian academic and researcher currently serving as the Vice President for Research and Technology Transfer at Hawassa University. He is also an Associate Professor of Environment and Development Studies, with extensive experience in research management, climate change studies, and sustainable development.Throughout his career, Dr. Tafese has focused on the intersection between climate change, development, and livelihoods, exploring how environmental challenges impact smallholder farmers and national development priorities in Ethiopia. His academic leadership has contributed significantly to shaping research strategy, institutional performance, and innovation at Hawassa University.Under his leadership, the university has organized numerous national and institutional research events, including the Research Conference on Promoting Equitable Health in Ethiopia and Capacity-Building Training for Journal Editors and Managers. Dr. Tafese has also delivered public lectures and seminars on topics such as “Climate Change and Development: Implications for Ethiopia’s Path to Prosperity.”As Vice President, he oversees the university’s research coordination, technology transfer, and university-industry-community linkages, ensuring that academic research contributes directly to societal and economic development. His work emphasizes applied research, innovation, and collaboration between academia and external partners.Dr. Tafese Matewos holds a PhD-level qualification in environment and development studies and has published and presented widely on topics related to climate change, governance, and sustainable growth. His contributions position him as one of the leading academic voices advancing research and innovation in Ethiopia’s higher-education landscape.

Dr. Samuel Jilo Dira is an Ethiopian academic and administrator currently serving as the Vice President for Administration and Development at Hawassa University, one of Ethiopia’s leading higher-education institutions located in the Sidama region.He has extensive experience in university leadership, institutional development, and community engagement. In his current role, Dr. Samuel oversees administrative management, infrastructure development, and student services, ensuring that the university’s operations align with its strategic goals for academic excellence and societal impact.Dr. Samuel has played a key role in building partnerships that expand educational resources and opportunities. Notably, he led the signing of a partnership agreement between Hawassa University and Book Aid International, a UK-based organization supporting education and literacy in Africa. This collaboration has provided thousands of books and learning materials to the university and schools across the Sidama region.In addition to his administrative leadership, Dr. Samuel Jilo is also engaged in research and academic activities. His work has addressed governance and development issues, including studies on corruption and peacebuilding in Ethiopia. He has delivered keynote speeches and opened national conferences on topics such as conflict resolution, indigenous knowledge, and youth participation in peacebuilding.Through his leadership and academic contribution, Dr. Samuel Jilo continues to strengthen Hawassa University’s role as a center of knowledge, innovation, and community service in southern Ethiopia. His commitment to education, good governance, and institutional growth reflects his vision for a more equitable and informed society.
